The Italian Fascists grow frustrated with the 20-year-war they have waged against the North African Bedouin tribe. The Fascist leader Mussolini orders his general to destroy the Bedouin resistence at any cost and capture their leader, Mukhtar. Under pressure from Mussolini after an embarrassing defeat, General Graziani is forced to use more ruthless tactics, declaring war on the entire civilian population.
